1. POSITION
Position: IT Manager
Division / Department: OVN (Ha Noi, Da Nang and HCM) / IT
Immediate Supervisor: Managing Director

2. PRIMARY FUNCTION
To provide leadership and governance to the IT sustaining function, with a focus on setting up and maintaining the best organization, budgeting control, IT controls in line with UTC guidance, and quality of the services.

To provide leadership and governance to the IT programs across the organization, develop project management guidelines, skills and project controls in order to support IT project delivery on time, budget and quality, as well as participating in project reviews and project decision making processes.


3. MAIN DUTIES AND RESPONSIBILITIES
To manage direct reports (0)
To handle directly
+ Internal and external IT communication,
+ Management communication,
+ Suppliers management (including internal, DXC – infrastructure outsourcing, IBM – GJDE application support),
+ Collaborate with RHQ IT to ensure governance over shared Global Applications environment (eLogistics/Service Management System, Global JDE, others).
+ New project analysis,
+ ACE leadership,
+ IT Controls in line with UTC Controls guidance
+ Financial planning and reporting with FP&A organization

To ensure the organization is set up adequately in terms of resources and qualification in order to provide the best level of support to the internal customers

To be responsible for the IT compliance as per the corporate policies and requirements, to propose solutions and guidance and to ensure that any remediation is developed as per an agreed planning

To lead the IT function and organization to the best level of quality in terms of processes and performance by deploying ACE, proposing best practices and setting up objectives and service levels, this including the key suppliers of the local ERP and critical operating systems, as well as internal ones

To be responsible for planning and budget management and to ensure the finance reporting is performed adequately with the expected level of control (both expenses – recurring and one timers and CAPEX)

To comply with UTC Code of Ethics in respect to our Customer & Suppliers, Employees, Shareowners, Worldwide companies and competitors and to continuously communicate on Ethics with the IT organization

To establish and maintain a close relationship with the internal customers by setting up periodic communication events for project tracking, performance indicators presentation, problem resolution and action plan follow-up

To ensure that relevant IT projects are properly defined in terms of objectives, scope, approach, resources, budget and value proposition in accordance the SDLC methodology


Participate in medium to long term program / project planning and prioritization from an IT point of view and prepare adequate IT program roadmaps to support business strategy. Elaborate regular program status reports and dashboards

To ensure that IT projects meet the compliance requirements as per the corporate policies, ethical standards and are following the project approval processes, incl. the UTC Passport Process where relevant

To provide IT functional leadership to project managers, provide guidance on project methodology application (e.g. ASAP, SDLC, PM), appropriate project setup and organization, communication and regular reporting to the key stakeholders

Your skills and experience

**EDUCATION AND EXPERIENCE

- Bachelor degree in Information Technology or equivalent, English speaking fluent and additional languages as complement

- 2 years minimum in Senior IT position/similar position, Background in ERP implementation / support (JDE will be a plus) and Infrastructure related programs (WAN, LAN, Security standards)

- Dynamic, Focus on Results, Analytical and Forward Thinking, Team Work, Business Judgment and Adaptability
